ACTUALLY- I read the Brothers' War novel, and I'm going to make a call in favor of not making it a Dragon.
Development-wise, it would only be helped, and not in a broken way- but ....
it just DOESN'T feel like a dragon. Not the way I read it. It feels more like...like a Zord.
Steel Hellkite? That's a dragon. It was actually born a dragon, made of metal, because that's how things work on Mirrodin. Mechanical doesn't mean non-living. I am fairly sure, based on power level, that this is NOT the Phyrexian Dragon-Machine that Mishra first captured, but the mockup his scientists invented later.
Consider: Not even 'big' Dragons of the era (like Shivan) are needed to show this is weak: A Dragon Whelp plainly shows that this is pathetic 'war machine', and THAT is an Alpha era uncommon card meant to be weak, which makes the comparison totally fair. So. This is not the Phyrexian Original. I'm no flavor guru, but I'm betting we'd get something closer to Draco for a REAL Artifact Creature- Dragon
This is a robot copy, a badly made one, constructed not even by one of The Brothers, but by their minions. It's simply an Artifact. Albeit a rare one because, in the story, only a few were ever made. I am assuming that either there's no way humas were actually 1/1 back then, or else you have to assume the cost is paid by 3 or 4 'Mech Team' wizards during the battle every turn.
4/3 or 5/3, with maintenance, can make a Dragon Whelp flee, and that's actually impressive for the very beginnings of the discovery of Magic and Artifice, and acceptable 'war' stats, but if you catch the camp while it's asleep, sabotage shouldn't be difficult at all- anyone with the power of Lightning ought to be able to destroy it.
