Not necessarily as White/Blue is a common color combination.

In Standard when Tempest block was prevalent, this and Adarkar Wastes (which was re-issued in Fifth edition) were the lands for Blue/White decks, except that this land was meager compared to Adarkar Wastes. This land is almost as bad as Ice Age's depletion counter lands.

Ice Age depletion counter lands work well with Power Conduit or its ilk.

Underrated budget dual. Don't underestimate any land that comes in untapped. What you do is try to use {1} as much as possible and {U}/{W} only when necessary. Still better than color screw. And since I usually am only forced to use it for colored 0 or 1 times, it's better or at least par with the guildgates. I have no idea why azorius guildgate is 3 stars and this is 2.5. Rarely do you need to use this land for colored twice. What I do is run 3 adarkar wastes and 2 thalakos lowlands. That way I limit the chance of drawing duplicates and have other lands to tap for colored as much as possible, but still get 5 color fixing lands. Budget duals aren't mutually exclusive; run them all.

"it's better or at least par with the guildgates"... REALLY? of so both ETB tapped... but from that point on the gate is ready to go every turn. This is every other. The gates also have ways to fetch them , cards that interact with them, and even a Win-con based on them. With all the available multicolored lands, regardless of budget, these are just plain bad.

This land doesn't come into battlefield tapped, you know... And this is not that you can use every other turn: it depends from how you use it. If you add 1, you can use every turn. And if you want to build a deck that interacts with Gates it's ok, but if this is an argument for saying that gates are better than this, you're doing it wrong: what if I say that gates are better than temples because of the same reason? It doesn't make any sense...

And no, this is no just plain bad.

@tavaritz: sure, name me another card that interact with depletion counters. I'll wait... And even if, if you don't draw these cards, iceage slowland are much slow than this because they don't have the first "colorless mana" ability...
