Well, if you play a FFA multiplayer game, and you have lots of cards like propaganda in play, and collective restraint and ghostly prison etc... then it would make opponents kill each other quicker.

Given the supposed power of the Mightstone and Weakstone (they were two halves of a Thran powerstone that ended up igniting Urza's planeswalker spark), you'd think this artifact would be far more powerful. Oh, well.

Within the scope of flavor, the average person has 1 power... this would make the average person strike with the power of a grizzly! I'd say its powerful enough. Now, the mana cost would make you think otherwise. But mana cost shouldn't really affect the flavor of the card, should it? Unless you are a planeswalker gating it in from another plane.
If this card was free or costed 1 it would have seen a lot of play and you would have a different comment, see? Card isnt very good but it tells the story well enough.

Trivia: This might be the only "continuous artifact" that would have been better as a mono artifact.

(If it tapped to activate, it wouldn't grant opponents' creatures the attack bonus.)
