Another random Homelands card, though this one could at least see some play in casual artifact creature decks. It's ability is rather costly, though that was typical back then.

Jhoira's Toolbox is strictly better. but then again... this is a card from homelands.

Strictly is the correct word. This can block and take out slightly more creatures than Jhoira's Toolbox and doesn't have to use its ability to defend from 1/1 creatures, sure, but it costs {1} more and can only be used when it's tapped, which for the most part is only once per turn. Plus the toolbox costs {2} less to cast anyway, and when it is cast its ability can be used that turn because it doesn't require tapping.

Don't use the word strictly. This is clearly a 2/2 whereas toolbox is not.
@sarroth; Do you know what strictly means? its an adverb founded off of "strict." In this case, "Conforming completely to established rule, principle, or condition." Which means, of course, that to be strictly better, the toolbox would have to be better in every possible scenario. Which, of course, it is not.

You can say that this card is generally better than toolbox. You just can't say its strictly better.
