Interesting... It would take a bit of effort but I could pull something off with this one... He would have gotten a much higher score if only he powered up all kobold... Oh well... At least his constant cost will almost be granted by the time you get him out.
Honestly he's a top tier legend from this set. 0 mana 2/3s and a 6 mana 5/5? sounds like tournament quality stuff back in the day.

What a piece of crap. Would it have been that broken just to give ALL kobolds +2/+2? It would at least justify paying 6 for a 5/5 with a drawback.

At least the tokens generated by Kher Keep are named "Kobold of Kher Keep", so they also get the bonus. That makes this guy suck slightly less.

One of the more pointless legends in a set unfortunately filled with pointless legends. At least the vanilla legends don't come back to bite you after you play them.

Whatever, I like him. His mechanics are extremely flavourful; he and his army requires an upkeep cost because they are mercenaries, and he only boosts the kobolds from his own stronghold, naturally. As to the in his mana cost, that is clearly because he is a an ambitious individual and because all the legends from Legends had to be multicoloured.

Guys! Guys! This dude has a new use!
Commander card unveiled in his colors that creates Kobolds of Kher Keep equal to the amount of mana you spent on casting him whenever he enters the battlefield. Buff those bastards up to 2/3's with this guy in your Commander deck, plop in the Land that creates them too, and of course the original. Mini-combo you're not likely to play very often. But hidden and fun in the deck!
I love it when Magic makes references to old cards, or just directly take Creatures from old series and make them into Tokens or something.
Now I'd give this guy a 4/5 rating simply for that. Besides, the flavor of the card is pretty good as well. Generally well-designed card!
Edit: Dragon itself is Legendary, of course, costs 6 Mana (3 Colorless, 1 Black, 1 Red, 1 Green) has Flying, and can sacrifice a Creature to give himself +1/+0 until end of turn. Pretty nasty card even outside of Commander, I'd say.
Second edit: And of course, if it all goes wrong and somebody tries to mess up your strategy or you need the mana for something else. Just sacrifice this guy and ALL the Tokens to the Dragon. AMAZING synergy!

The funniest way to enjoy this card is to get together a slew of Kobolds of Kher Keep in a multiplayer game, then just let them bounce around the table from player to player.
They drag themselves around from place to place, lollygag around tapped and unusable, feast and drink enough to become untapped, discover that you're not going to immediately pay them a crapton of mana, then sluff off to go mooch off someone else.
