Designer 2: "OKay, like a tap ability to make something weaker... oh, but we'll make it cost more to cast."
Designer 1: "Argh - no! A 2/2 for 1BB that taps to give a creature -1/-0 until end of turn! Way too broken! This will let you kill a Pearled Unicorn while your Scathe Zombie lives! We need to fix it!"
Designer 2: "Yeah, okay. Maybe we can make it an 0/2 - that way, nobody will use it."
Designer 1: "Excellent!

I actually put this in a deck wayyyy back in the day when I was first playing magic. My reasoning consisted solely of the fact that it was from Legends and thus was rare and awesome. Believe it or not, it actually came in handy a few times. Not very much, but a few times.
Way overcosted though. If it was reprinted as a 0/3 for {B} it might be decent. If it added -1/-0 counters that would be worth playing for sure.
