Wither is only relevant on two conditions: you have creatures down AND there is blocking happening.
The chaos ability is the worst I've seen. Let's see 3 scenarios:
1. Best: your opponent has 3 creatures, you get to hit them all :D 2. Bad: your opponent has less then 3 creatures, so you have to start hitting your creatures :( 3. Boring: there aren't 3 creatures down and the effect fizzles ><

Unfortunately, there are several problems with this plane. Wither is so often just not relevant to a given board state, though I do like what it does to a Blightsteel Colossus. The Chaos ability isn't a may, and this means you might have to target your own creatures if other targets are not available, and the ability does nothing if there aren't three creatures on the battlefield. Overall, a low-impact plane that at times discourages players from rolling, not what Planechase should be about.
