It seem like Wizards got a bad piece of art for the card they had in mind, and then changed the flavour text so that the card would make sense.

Regeneration has gotten better recently. Notice how, out of the three best creature-destruction spells in 10th ed, M10 replaced all of them with versions that allow regen?
Umad, modern removal spells?

3 mana 2/2 with regen for (G) is fine. the fact it's a common makes it really beefy for limited.

Ah but he actually costs 2GreenGreen, unless you want to tap out and have him blown to bits.
So functionally a 2GreenGreen Indestructible with an upkeep cost of Green.

Actually, the extra Green this card "costs" is completely optional and might not be necessary.
