Powerful. You can return CIP permanents to your hand so you can reuse them, at the same time reduces your opponent's life should he has none. Couple with bounce spells and Tradewind Rider itself, you'd put your opponent in a difficult situation.

The self bounce might help with a properly constructed deck but it's still a costly ability and probably won't hurt your opponent very badly since he has so many options to choose from, including a mere 2 life payement.

With Mana Crypt or Mana Vault it would be pretty easy to keep your opponent's board clear. Just keep replaying those mana artifacts and soon? "RAAAAGE WHY DO WE PLAY THIS SILLY FORMAT"
