A friend of mine used to call this version of the art "Chinese Orcs". Unfortunately this has stuck with me throughout the years, and every time I see this I think that.
As for the creature, this is playable card. It's not a huge drawback for a creature whose main function is to attack in the first place. It's reasonably costed for its power, and is playable for a set that featured such luminaries as Goblin Flotilla and Homarid.
