A Master Decoy without mana requirement for activation in exchange for a targeting restriction. Shrinking this guy to 0/1 was unnecessary in my opinion though...

Not that the shrinking really matters. This is a utility creature, and it'll be tapped 80% of the time. Of course, it's nice to be able to swing for a point should your opponent somehow not have a two-drop down in time (In modern standard, though? What wacky rogue deck would they be playing?), but still. It's restriction is actually more lienient to compensate for the shrinking, I think. Compare Errant Doomsayers, which will generally tap smaller creatures, or at least low-toughness ones that you could probably kill with a first striker anyway. This locks down creatures around the four drop and below range,depending on the colour, and so I'd forgive the 0-power.
In short, very good utility creature. I mean, you'll feel kind of silly maindecking it when someone just Polymorphs out a Eldrazi, but it keeps Vampire Nighthawks at bay all day long, and that's good enough for me.

Useful in this set for tapping walls. Good flavor since the lines are used to "climb" the walls.

Also strictly worse than Goldmeadow Harrier, which was released the block before.

People don't seem to understand the phrase strictly worse. It's only strictly better/worse if it would always be better/worse, whatever the situation.
In situations where you have no mana untapped, this is better than goldmeadow harrier or gideon's lawkeeper. In situations where your opponent has a flood of creatures with power 0-3, the line slinger is more useful. In situations where you have mana available, and the opponent has a bomb in play, this is worse.
I'd rather run the lawkeeper, or the harrier, because they're more versatile, and I rate them better. But they are not strictly better.
Yes, he can go up to 3 power, but exchanges a point of his own power for it... and when people are comparing you to a Homelands card, that's not a good sign either way.
