Wow, this is what passed for a rare in 1994? 3 mana to gain 2 life? (and not even at instant speed like Healing Salve or Nourish..) Where would that be useful?

Practically useless, there are billions of ways doing the things that this card does better. But you gotta remember how old this is.

"(...) For them, Balm of Restoration was that much more valuable." -Sarpadian Empires, vol. I
This could also refer to Wizards back then in 1994 - this card would at most make a poor uncommon slot these days..

To the guy saying "this way rare?": actually it wasn't. At the time of these cards, the rarity system was more complicated. You had like "common 1, common 2, common 3, uncommon 1, uncommon 2, uncommon 3" and so on. I think the "common" and "uncommon" referred to the sheets they were printed on, and they number how often the appeared, or something like that. So common1 was less common than common2.
If I remember it correctly, people later roughly considered uc1 and uc2 to be rare, uc3 and c1 to be uncommon, and c2 and c3 as common. But in some sets were also more rarities. So saying "this card was rare" is probably a bit dumbed down, since it could have been a rare rare or a common rare. :)

This is part of Fallen Empires's cycle of super weakened "boons" (after the Alpha ones). So weakened that they are almost unrecognizable as based on that original cycle. This one was healing salve.
"The Medics strike of 165AR caused armies to use almost anything to heal their wounded. Thus even the worst healing methods became valuable."

Rather useless, even for its time.

Healing Salve wasn't very good. This was even worse.

Fallen Empires, most useless set in magic. Even back then I remember being disappointed at the cards I was getting in these packs. And you can still buy a pack from this set for less than $4. That shows you how much it sucked. Not sure why they even put this out, Legends had good cards, Revised and 5th edition had good cards.

You think that's bad? I once found an entire booster box of it on sale for £80. Was tempted for the Hymn, but then I realised I'd get so much awful stuff. There are a few things that are OK, but when you get stuff like this AS RARE...
I can't even use the 'But it's an old card!' argument that I use for older stuff that's allowed some leeway. This is just awful.
