+ taps the creature when played
+ makes the creature attack only about half of the time
+ very cheap mana cost
+ great art

- simply not effective enough as removal to do any job good

I'd put it in an old casual deck just for the art. But else: no thanks.

Yes...profoundly weak by modern and even old standards. I'd rather play Unsummon, despite how temporary that solution is (you could always counter it as they try to replay it).

This is a solid card. It's like a bluer (and therefore weaker) version of Brainwash or Paralyze. It has a clear advantage over Unsummon in certain faily common situations, like when the creature you're using it on has a low casting cost, or when it has some upkeep penalty to its controller, or when it has haste.

Cheap, and an early form of blue creature control via "tap down."

This isn't that bad, given that it's one-mana removal in a color that generally sucks at removal. Tapping a creature when it's played is fairly useful all on its own (and remains useful even late-game).

But, like a lot of out-of-color effects, you'd probably be better off including a card that does something blue naturally does better, like Unsummon or a counter.

I'm kind of surprised that this card hasn't been reprinted. It's flavourful and is a satisfactory limited removal spell for its cost.

Conditional Removal is conditional, geez

Might be useful in EDH, if your playing Monoblue
