I love the flavor of this card. Creature pumping isn't blue's forte, so it has to pay extra for it, keeping the city "submerged" with blue mana.

I agree with you about the flavour, Equinox523.
From a mechanical perspective, the drawback of upkeep can sometimes be an upside, if you're fighting a blue mirror match and have the option to sacrifice the city when your foe gets ahead in creature count.

definately a respectable card, good flavor and function. Granted, if I realy wanted creature pumping in a blue deck, then I would probably just splash some other color, but this card has its uses

Great in monoblue, for most {B} decks that need creature pumps, i would usually just splash {G}
