Blue land destruction? I'd rather bounce. If it didn't have the life payment it might be useful as a semi-Ridashian port. The lifepayment really takes this card into the "bad card zone". But early pete venters are is interesting.

Every upkeep, the land is destryed... unless the tap it for the 1 mana cost, or pay 1 life in case they really need the extra mana. Yay for sucky off-color effects?

Back then blue did indeed have a subtheme of bit damage, like Prodigal Sorceror and Psychic Venom. The idea was not to kill their resources, but rather make it hard to sue them, or penalize each move with little bits of damage that chipped away at their life, rather than sweeping it off the table.

Lots of flavor for a card that didn't really do anything. If they needed the land, they'd pay the life. Otherwise, the land would sit there, basically tapped as it pays for itself.
