Blue doesn't have much discard. And making a player discard all non-lands is quite a huge blow. Especially since it sets the opponent back into top-deck mode (most likely), and that can be easily controlled for blue.
Six mana is a lot, but any less would be far too strong. This way it is balanced. Art is fine too, and I like the set in general.

Great card that can help blue players get the edge they need in "counter"/"control" wars. Counter all your opponent's spells up to turn 6...slap down this and save some alt. cost counter in your hand just in case they draw a new card.

Combos with Evacuation- bounce everything they have at the end of their turn, then next turn make them discard it all.

Are you really going to get more than one or two cards by the time you can afford this? Only a control deck would have a decent hand by then, and if it's a control deck running blue a decent hand means a good chance of having a counter.
