Improvement over the first cycling lands.

Not when you have a Fluctuator, it's not.

Solid card, I'd replace a Forest or two for this.

Replace some of your forests with this in cheap CMC decks like elves. Good for thinning your deck if you don't need more than 2-3 lands, but if you just need to improve your card quality, you're better off splashing blue or playing fetchlands.
