Unfortunately Conspire only works with creatures of the spell's color - this severely shrinkens the choice of cheap cards which provide two creatures to tap. The only one that comes to my mind right now is Mogg War Marshal.

Conspire works with tokens though. Its something for your 1/1 Goblin token to do before your dragons eat them.
