And instead of being really good, it is not.

This is bad, but it's not as bad as its community rating suggests. In subsequent turns you get to see your opponent's hand, so you really only have to account for guessing what their draw is. So it's basically an expensive Telepathy that also draws you cards mostly every turn. Should you play it? Heck no. Would it be a total waste if you did? Not entirely.

If you could guess 0 this would actually be really strong. It would be almost strictly better than Jayemdae Tome, which is a fair standard for colorless card draw-and remember you're seeing their hand, too! I think it could stand to have something cost {2} - activation or cost - as it is though.
