I prefer Avalanche Riders. Both cards do similar things, but the riders are more splash-able and its a lot harder to win when you're on 3 lands than when you're at 17 life.

Here in Urza's Destiny, he has reminder text for his Haste but not his Echo. In both his other printings, he has reminder text for his Echo but not his Haste.

Even in Urza Block, I'd be happy to first-pick this in limited. 4.25 / 5 for me, since he's reasonably efficient and has a pretty good ETB ability.
