the bad thing is that you might have to trow away some cards but to prevent this you just dont untap it durring the phase

You cannot just choose to not untap something during your untap step unless the card itself says so. See ice floe. Howling mine doesn't have this phrasing on the card, and as such, you cannot not untap it if it was tapped at the start of your untap step.
