I wouldn't say that this is worse than Icy Manipulator. This is cheaper to cast and cheaper to use, so the restriction is ok. Good sideboard and combo material.

I like how this card is colored sepia (that orange brown color) to show how old it is. It looks so dramatically different in its second printing.
