This is the essence of blue, and no blue deck is truly complete without it. The only thing I wonder is why it's just an uncommon--This could about justify being a rare.

A very powerful card for Multiplayer Politics. User beware though, it sometimes singles you out as the 'unknown' in addition to speeding up the rate of play when everyone's game plan is visible.

I used these in my mono blue deck for many years, but eventually took them out.
The first problem I had is that drawing multiple of them can put you at a serious card disadvantage. It would be much better if it had cycling (2 colorless, or something).
The other problem I had with this card is that I'm potentially giving up a card that could have helped me deal with a threat, rather than just let me know that one is coming. The way blue is, even one spell getting through can ruin you. If Necropotence, Mind Twist, etc. resolve, you are basically boned.
Still, it's not bad in casual and is good fun for multi-player.
