In the midgame, you can kick this and get some cards to speed up the game.

The problem is that they're not very useful without the kicker. A 1/4 without reach isn't much of a blocker, so it isn't helpful in a control deck, and 1 power for three mana simply doesn't cut it for aggressive decks or as a finisher. Poor Citanul Woodreaders. I love green card draw, but they just aren't up for the task.
These guys RULE in my R/G Drazi Pauper deck. I usually have enough mana to not only cast but kick them by turn 3 or 4. I do wish the cost was shifted a bit or that the 1/4 body came with more features, but 4GG for a 1/4 and two cards is pretty decent.

In the meta-game of green creatures that come into play and draw cards, this guys holds up pretty well. The fact his ability is a kicker is annoying, it's kind of expensive AND the body sucks - but he's still a come into play green creature that gets you two cards. Really only viable in mono-green EDH, which sees a lot of great play out of watered down mid-game cards like Ondu Giant and cycling creatures.
I think of it this way: it's a common that can draw you two cards (non-basic land ones) and put a body on the field. About the only other card that actually does that at common is Mulldrifter. THE Mulldrifter. And also Fathom Seer. Both are blue. Citanul Woodreaders has a less relevant body, can't be flickered, and costs one more than Mulldrifter; but it is in the color of ramp, can be cast as a creature faster (in a pinch) and is not in Blue. So it's gotta be at least three stars.
