Slowtrips might suit to the Ice Age block flavor, but i think this could easily have been a cantrip, too. Since this effect is only ueot and not permanently, this card only has a very minor use. Champion_Kitsune has a point here...

Pretty sweet with Radiate. Play both right before you turn and then draw a card for each nonsnow permanent on the board.
