I just can't bring myself to like anything that asks me to pay more than 3 mana to bounce a single permanent (if it uses up a card - reusable abilities are another matter entirely). You just won't gain enough tempo for it to be worth the card, usually. That this will bounce a second thing once in a blue moon helps, but realistically, how often does Ripple work? I might sideboard this in in Limited if I knew my opponent used Auras and/or things with comes-into-play drawbacks a lot, but even then it's by no means a no-brainer.
I suppose if you drafted a critical mass of these they'd end up being pretty good, but going into a draft with the intention of doing so isn't a plan, it's a hail Mary pass.

The most overpriced of all the ripple cards. Even in limited, it needs to be Ripple 5 or 6 to be worth playing.

The 3 cmc permanent bounces are already rated low enough (to be fair, that may be because of boomerang and the like). And then they decided ripple 4 was worth 1 mana. Just bad.
