Its Ironclaw Orcs mixed with another card, I think, but I don't know any birds that gain flying until end of turn in red. Coastal Hornclaw doesn't look like this guy either.

@Kryptnyt: The second ability probably references Goblin Balloon Brigade. But maybe they didn't exactly want an Orc in a balloon.

Considering you had to put effort into "flapping" I could see justifying the mana cost to give it flying. As a rather neat card flavor wise, its practically unplayable.

Would possibly still be balanced now-a-days at {R}. (you have to invest every turn, it can't eat most x/2s, and we've seen better 2/2s for 1 by now.) 3 cmc is embarrassingly bad
