Except that Annex is this in blue. WotC has said that this card doesn't belong to red as it is philosophically anti red card. Red doesn't steal lands it blows them up.

Ok, blue has Annex but that is meant more as an acceleration for blue. This card in the spirit of Red is meant to be Acceleration and mana screw for your opponent. Used in conjunction with Stone Rain this could really put your opponent behind 2-3 land drops and effectively put them behind in board position. I dont mind this being costed at 5 mana. If it were 4 mana like Annex then you would have a really mean situation for Red to overwhelm the opponent.
