Bacl when there was almost zero card drawing outside of blue, this was quite decent.

Jayemdae Tome is clunky and costly, as card draw should be. It can't be used effectively as a card draw engine. Instead, it's a last resort. You use it when there's nothing else you can do. With that said, the Tome is a useful card that has certainly withstood the test of time. The designers got this one right.
