Portal Three Kingdoms didn't have instants. It was meant as an introductory set so it took out things it thought would be too complicated for new players. These sorceries were essentially a gimmick to prepare new players for instants. It has the restriction, because, well, if it didn't, you would have to play it like a normal sorcery as opposed to a half instant.

It's an okay defensive card I suppose. Not much to really say on.
